I particularly like the scene where Bucky is like Steve shut up, I'm taking responsibility for my actions stop interferring and it works out with Tony.
Which is why TeamCap is dumb.
Just sign the accords, go to an extra meeting or 2 and know that Tony will do what needs to be done when it needs to be done. By the start of IW he'll probably be running the entire thing. Probably throw Fury at them as interference.

Disney also announced that its movies have now collectively made $5 billion this year worldwide, which is a new record for any film studio ever. Disney movies also made $5 billion in 2015, but this figure was not reached until December 20, after the release of Star Wars: The Force Awakens.
Big-time Disney movies contributing to the $5 billion figure in 2016 have included Finding Dory, Civil War, The Jungle Book, and Zootopia. Looking ahead, the Star Wars spinoff Rogue One comes out in December.
I didn't see anything about nuking in any version.
