Son, the whole world was sleeping before 9/11. 

Clinton started Alec Station at the CIA and Bush dismantled it around 2005/6 after deciding he didn't care about Bin Laden.

Watch the PBS Frontline Documentary on the NSA (national security agency). They knew quite a bit about OBL. 

Knowing about someone and DOING something are two different things. Similarly, actually being able to do something about it was also a problem (on American soil).

You forget that we were in Afghanistan since 1999, right? 

We had even hacked one of OBL's sat-phones and got his number in the late 90s

The ways the laws were in place (if you believe the official story) before 9/11 was that the CIA couldn't work alongside the FBI unless they had a MASSIVE reason to do so, reasons that would have involved breaking laws in place at the time. So when these dudes started coming into the US, the CIA lost track of them, and couldn't collaborate with the FBI on such measures above ground.
