He means the metro, the "DMV" is only accessible by the red, blue, green, yellow, and orange lines.Once you pass the last stop on any of those lines "you are now leaving the "DMV". So by those standards B-More is not included in the "DMV" clique.
But back to topic, Wale spazzed out, he seems too easily shaken by people taking shots at him. He's got to realize this is rap, beef comes with the territory. You can try to avoid it as much as possible and be a nice guy in the business but someone is gonna come and check you to take your spot.
I know this is a tough option but he could have just not responded or reacted this, Jay-Z does this all the time when someone of no value tries to beef with him. (like Cam'ron, i forget the others but y'all get the idea) and when he does people forget about the beef after while. Mainly the beef is a publicity stunt for the lesser know artist to get airplay and media attention, case in point Bossman. If Mr. Folarin chose to ignore this, people would have eventually swept this Bossman diss under the rug. But since he kirked on the radio about this, he played right into Bossman's hand.
