Downing responded to a question about that and said it's multiple factors that have led to fewer play action calls, including him not making the call for it enough. Given that this is first year as an OC ever, at any level, you hope he learns quickly.

It might be another injury? But then I think when you're doing injury report you have to report the actual place of injury.
