1. Chelsea asked Spain to drop Mata so he'd have time to rest since he had no time off in the off season with the Euros and Olympics.
2. Cazorla plays in deeper position for Spain which Spain isn't as deep at. Mata plays more forward as an attacking mid which Spain is ridiculous deep at with Silva, Xavi, Iniesta, Fabregas, etc.
3. Del Bosque is an idiot.

1. Nah, he got left out, and was reportedly upset about it. But he'll probably get picked for the next squad, and it'll be all good.
2. Spain is deep everywhere except along the back-line. They don't play different positions for Spain. Mata, Cazorla, and Silva are the same sort of player. They are all nominally positioned on the wing, but have the impetus to drift and play between the lines. It may seem like the former two play deeper, but they just know when/how to rotate positionally when Iniesta/Xavi move into space, and are better defensively so either one can be used in midfield when Xavi/Iniesta are rested. So he was left out this go round because he isn't as good/developed as Cazorla and Silva, and he doesn't provide the goal threat Pedro does. Del Bosque wanted the option of some real width so he picked Navas for the last spot.
