I could be wrong, but I think it's just basketball overall so I imagine they'd consider NCAA accolades.
Of the major sports I think they say the basketball hall of fame is "easiest" to get into.

I mean he could probably get in just off being a 1x scoring champ and a 10x All-Star. idk if he's ever made All-NBA first team but I'm sure he's made 2nd and 3rd team multiple times.
Also, it's Basketball HOF, not NBA HOF. So he's pretty much a lock.

Correction. There is a National Collegiate Basketball Hall of Fame.
So it looks like the Naismith Hall of Fame is only based off their pro careers.

No the Naismith Hall of Fame considers all baskrtbbas accolades. That is what allows the Dream Team to be inducted.

According to Wikipedia you can be an amateur and make the basketball hof unlike the football and baseball counterpart
