He was playing jeopardy, he had one million dollars. He wagered "one million" dollars in the true daily double, thus earning two million dollars, leaving the show a millionaire.

Kind of depends on perspective, if we're talking about the person who actually had the question on the show they yes, they would have. E everysingletime on the other hand had only this question and since we don't know the point value then we don't know how much he would have won.
