Not all of them. My sister is an elementary teacher on a special program where she took a year education course on top of her other bachelors degree and has to work for like 5 years before she can get in the union. Not sure of this specific case, but a lot of schools out here have "private contractor" TAs or glorified subs teaching classes too. All for peanuts, especially in inner city and smaller rural public schools.
