97/100 folks ain't really trying to spend time with work folks outside of work.

I think it just depends on how well you get along with your coworkers. Some people mistake simply getting along well for something more.
At my current job I get along well with everyone but there's only 1 or 2 that I have a great connection with and that I'd hang out with outside of work.
At my volunteer job I'd consider a couple of my coworkers there to be friends, including my best friend, and we regularly hang out.

Yes, there are exceptions to the rule but the vast majority of folks usually aren't really trying to spend time with co-workers outside of work like that.
