My understanding is the refs a graded every game on an objective point system.

So today if you're a ref and you want to move up, keep your job, become a senoir ref ect.
you can't really use your judgment and make situational calls/no calls.

because it will be graded as an error.

if Ant is taunting and you let it go, because it's not a big deal and you don't want to step on the moment.
it will get graded as missed caul.

I feel like like 10 years ago, you would almost never get the charge call if you got dunked on.
imo it was almost an unwritten rule.
now huge dunks are getting turned into charges

refs are incentivized to never use their subjective judgment and always be as objective as possible,

which is good and bad.
