Um, no. SF 2 came out in '91 where Balrog (M. Bison in japan, like Mike Tyson but capcom was afraid of lawsuits in America from Mike Tyson's lawyers so switched some of the devas names around) was the first of the 4 bosses you fought called the 4 devas and referred to as shadowloo later on in SF lore. Jax was first introduced in MK 2 which was in '93.

It was SF2 turbo vs. MK2 in the arcade fighting game heyday. You had to pick a side...weekly lol
