There has always been a mythology to how they got those plans. So much so, they did it again in ROTJ.
Not every film has to connect. You trying to say Rogue connects to Luke, Rey, etc makes it Star Wars 8 The Prequel, not a spin-off film, which is what it is.
Bottom line, Rogue was announced immediately, they didn't even have 7 fleshed out yet. They didn't have mystery relatives or origins for Rey yet, much less a need for her "hidden/unknown" mom.
It's a spin-off film, telling a famous story. Plain and simple.
Now, COULD it tie into something? Sure, they could tie some strings, but it would likely tie to that era (other spin-offs) not films 35 years later.
