You damn near deserve the F. Your lucky to get a paper. (And if you think that going to the department chair will do anything. just keep in mind, this offer will be off the table) Maybe you don't understand, the paper is your way of showing you gave a @#@$#$%# . Your attitude currently proves that you do not.
Do the paper and take the lesser grade ( which the professor will probably give you).

I mean who do you really think you are? If it is a 101 course, you should've been there on time and breezed through the final in 25 minutes. But instead you show up 9 minutes before class is done and you think the professor should go out of his way to make an entirely new exam just so you have an opportunity to make it up. Then the professor even gives you an option to write a paper? You're lucky you just didn't get an instant F

Do the 15 page paper. I'd take an essay over a test any day of the week. With tests, even if you know your stuff, under certain circumstances you could mess up, eg you have a bit of a cold during the test; whereas with essays you will do well as long as your writing isn't horrible and you have somewhat knowledge of what you're writing about.
