The labels get their cut, it's the artist that isn't. The labels negotiate deals with the satellite, radio and streaming services individually to make sure they get their money.
What I'm saying is, if, by law, those services do not have to pay out on recordings before 1972 to the artists (writers, producers), then they very well may not have to pay out to the labels on recordings before 1972 either.
So the deals between the labels and those services would only apply to recordings after 1972.
At which point the only people who get over are the services.
Labels only pay out on the master side. It's the publishers that collect for the writers/producers.
So the services may not be paying either.
