Technically it's not a sample. It's a rerecording with I believe Charlie Wilson. He doesn't have to clear the sample, but he has to pay the copyright holder.

And if the BS Boys do not own the rights to that record then of course he doesn't have to contact them. These blogs sites always assume that the artist owns the rights to the records.
