you are under the assumption that businesses will want to resume in an area with a crippled local economy.
No what leads to gentrification is lending racism, lending discrimination, redlining, racism, how lack of accessibility to opportunities that should be a given like a fair education, policies that stimulates gentrification by offering tax breaks when ppl purchase homes in historical neighborhoods that are often HISTORICAL BLACK NEIGHBORHOODS. This leads to upper class Brad & Candice who grew up suburbs & feels depleted of life & now wants to experience "culture" so they move to these struggling *neighborhoods & invite all their friends to join along until eventually they push the original ppl out b/c they couldn't afford the heightened property taxes.all this is what leads to gentrification , which then brings its own uneasiness with class, race and culture.
