That's the goal and I don't think it's much of a stretch either.

We're talking about whole regions of the country with just 20 players each and an international division.

You're telling me NikeTalk doesn't have 20 interested players in New York alone, let alone the entire northeast? Chicago doesn't have 20 players, let alone the whole midwest?

If we're short in one region, we can always take overflow from other leagues to fill in the gaps. Out of the thousands of people who visit NikeTalk's sports section each day, I'd be surprised if we couldn't round up 140 dedicated players.

We've already received a lot of applications and this post hasn't even been up 24 hours yet.

If you guys really disappoint us, though, we could always collapse a division and distribute its participants across the remaining leagues.
