I'm guessing the zipper is non-functional; would be a bastard to manipulate behind the laces.

Maybe a marketing feature is the ability to either zip up the shoe (sans laces) or keep it permanently zipped up and lace for fit accordingly. I will agree with you that having to do both for each wear would be too much.
