Do 991s loosen across the top of the foot/at the first eyelet w break-in or that restricted feeling remains the same?

They can stretch a little after a few wear but to speed up the process put on a few pairs of thick socks and squeeze your foot into the shoe.

stick a can, bottle, fist, etc in the shoe and manually widen it. Use a hairdryer to speed things up. Be sure to use caution, be gentle and dont over exert anything

Hmm, this reminds me I have some shoe stretchers in the garage. May give them a shot.

However, it's not so much that the whole shoe needs widening. It's the specific spot near the first eyelet.
