Can't lose.  There really is no risk. Both EBAY and PP will refund if the person doesn't ship, or shipped product wasn't as advertised.  Just have to be OK with temporally being out of the funds and EBAY or PP will reverse the transaction and refund you.    The person has 4 days to ship (I believe it's now 4).  I've been down that road a couple of times.
