I'm 27. How you described it was pretty much how it was. They would gamble and we would just roam around getting on rides and stuff. But it was just the surrounding area around Circus Circus I don't remember being so meh. Me and this chick who I was with pretty much walked from the Flamingo all the way down to that area and the closer we got to Circus Circus area, it just looked less lively and meh. There was also a long stretch of a few hotels being under construction so maybe that played a partCircus Circus was part of the move towards Vegas being family oriented in the '90s. I don't know how old you are, but I remember so many friends talking about Circus Circus, because their parents would go gamble, and let their kids loose in there. It was all self contained.
Vegas completely abandoned the "family" vibe in the 2000s with the "What Happens in Vegas, Stays in Vegas" thing, and over the last decade it's been "show your friends what you did in Vegas so they will want to come as well". Three very distinct eras over three decades.
