Do they ever say how the WW's in fact became WW's?

Regarding the show, they showed it during the episode titled "Oathkeeper" from season 4.
 
The scene where the "WW King" makes his first appearance.

He turns Craster's last son (remember Craster would sacrifice his male heirs to the WW's) into one of them.

I'm sure there are other methods but that's the only one I'm privy to.

But those re-animated bodies are NOT white walkers (just in case anyone thought they were)... they're "wights."

well they will at sometime if you have read the books , covington vs robert 

the season 6 should be mainly about greyjoys and young griff ? there is too much much happening with the greyjoys and young griff damn i m so thrilled about him 

Don't get too excited. Doubt you'll see either of those story lines in the show. Show writers gave greyscale to Jorah Mormont instead of Jon Connington so that probably means they've cut Young Griff and those characters out altogether.

Don't got nothing against the concept of cyborgs though. They may be the key to defeating robot/A.I. oppressors
