Maybe with the current fragile health of Barca they don’t want to punish them in a way that could have long term impact. Tebas is also anti-ESL and has been trying to force through a tv deal that RM doesn’t want. Barca has been following RM’s lead, so maybe Tebas doesn’t want to further make enemies of them and potentially win them as allies. Also if they bribed refs they could have bribed Tebas as well. Either way, at least give them a slap on the wrist punishment.
