The NV commish says he hasn't seen a replay with sound himself, but "unequivically" the punch was thrown AND landed BEFORE the bell

And keep in mind Screamy Jose never caught a count from the ref, the guy called him out on the mat. So he never got the chance to beat a 10 count, regardless of whether he tried selling the effect of the punch.
This was a trash decision.
