I mean dude had 2 All Star seasons, and really one standout year. Meh. What makes him any better than a certain black ice spokesman yet to be picked?

The reason he fell is more to do with team construction. in an all time draft talent pool is too deep, if you are picking post up horses, there are many many options better than elton brand, and usually you want to pair those guys with shooter or rim protectors.
Like with my team I have Bob Lanier I would not have picked elton brand really for anything other than a back up, and there a whole host of players who are "worse" but better fits.
