ive been shaving with a safety razor for a decade now and i swear by it. until that is, I recently got into straight razors about a year ago. buying a qualitystraight razor once > paying for razors+cartridges over and over again. good straight razors are an investment but overtime you'll save money whilegetting the best shave of your life and looking ultra-macho while doing so. i keep my safety razors for days when im in a hurry but if i have the timeit'll be a straight razor shave.
regardless of the razor used, if you follow the proper steps theres no reason you should get razor burn/bumps.
