Yes, it does help shin splints.
I had to wear one during freshmen year because my shin splints were so severe. The one I wore was a Nike forearm sleeve, designed for running backs, given to me by a specialist. He said I needed as much compression on my calf/shin as possible without causing discomfort. The first one he gave me was too loose and didn't help, so he gave me the forearm sleeve.
But I understand why he would ask why the guy wants it. I personally, DID like the look of it. However, I would not have worn it if I didn't.
When I was wearing mine, the big "trend" was the little knee bands that go on top of the knee cap (can't think of the condition that it applies to) and TONS of guys were wearing them claiming they had knee problems.
And when a bunch of guys are running around, wearing stuff they don't need, it gives a negative stigma to the guys who actually do. It's like that guy dressed in Jordan from head to toe who can't play basketball worth a $!$*.
