All 13's come with those clear stick-it's on the circular bubbles/Windows (whatever you want to call it).
The post it is probably the raffle code used for the online raffle system to help identify the raffle winner? Or maybe something random someone left, forgetting to take it off.
The glue stain looks like it will come off easily, expect glue stains on J's.
