Back in the day there probably wasn't as many deaths, so sending bodies up the river didn't have that many consequences...
Now there's diseases and @%@%, people are dying more frequently, they're still sending them up the river, but it's making it worse, more people get sick and die. It's a vicious cycle.
It's sad that in this day and age, it can be like that
