As it stands now, from my understanding, we pay a flat fee for practically unlimited internet access. Big internet companies now have the liberty of switching to tiered models of internet acces. So whereas you were once able to access NT at anytime, this repeal leaves it so that your internet provider can block NT unless you pay for a certain tier/package.
