eBay Troll Bidders?

Are there people on eBay who sign up just to bid on shoe auctions with no intentions of paying?  Out of everything I've sold on eBay, I've never experienced so many dead beat auction winners as I have while selling off my shoe collection.

About a month ago, a kid asked me if he could put a "deposit" down on a pair of KD's I was selling for like 125
