Black & white theme? That is easy, at that time, Vegas is actually quite chilly so you could get away with wearing a suit or tux, I'd imagine you would want to be dressed up for a NYE/30th Bday party? Tux might be too much and you might not have a black suit but anything else is really casual at that point.

White shirt with some smooth/sleek black leather, black slacks/jeans and black shoes/boots might work for a casual look. Clubs should let you in no problem.

The time i went to Vegas NYE in 2010 was by far the coldest I've ever been in my life, and that's including a winter in NYC which honestly wasn't too bad. I went there only with a cardigan, HUGE mistake
