DRL runs off power provided by the battery, which is constantly being recharged by the alternator. Its no different than any of electric system in your car. Now if you alternator goes bad then it wouldn't be a good idea to run them as that would cause the battery to drain faster. That's why leaving your headlights on for an extended period with your car off kills the battery(not being recharged).
