Try connecting your laptop directly to your modem (if you're using a router). If it works when hooked up directly, then reset your router.

You need to answer some basic questions first.

1. What browser are you using? i.e. Firefox or IE 6 or IE 7

2. What security programs do you have? Norton or McAfee or something else

If you are using IE did you try this?
Go to Tools - Internet Options - Security
Click Trusted Sites - Sites
Add *.photobucket.com to site list
Click Restricted Sites, and make sure Photobucket is not in there
