It isn't out/wasn't out at the time "Catch Up" was released. More than likely because it was from something James did for Nothing Was the Same.

Once again, it could release/could have released since the song has dropped in the same fashion that Sampha released his solo "Too Much" version after the album released.

You know I thought this at first but I played THE HELL outta the party one and it got kinda old..still jams tho. But the drake one doesn't get old at all...it's a a bit more smooth. Party's is more hype tho

I agree. Same experience I had with the two songs. Didn't play the hell out of either, but threw them on a playlist and now used to favor the Party version and now I skip it when it comes on but let the Drake play out.
