Looks like Sneakernews confirms it's a gum sole. Additionally they have mentioned the Flare retro for 2014. No date yet.

Like a couple others have said, I wouldn't be putting too much stock into those black ATC II's having a gum sole. That looks like an Atomic Mango or one of Nike's other peachy/orangey colors. I'd love to be wrong, but I doubt it. Hopefully I'll have more info when little bro gets back from his Nike meeting this weekend.
