I think there are 4 problems in England
1st Archaic FA structure. They changed the system when it goes to academy leagues but they need to invest more into infrastructure and programs for kids. For example they closed the academy in poor parts of QPR where Sterling went.
2, Clubs are not working well with academy players and therefore are not producing enough quality footballers. Sometimes I feel clubs just pick the most talented one in the academy and build squad around him so he could shine and develop and basically throw others under the bus. Of course there are exceptions but not enough
3, The english quota. Combine that with the 2nd point and you are ahead for a big disaster. It makes english players premium products and they will overpay for them and keep them even if they are not good enough just because they are english.
4, pressure to perform. Its already hard to win games in this league and it gets even harder when you want to introduce some players from academy. Clubs now have lot of money so they will just buy better prospects from other leagues and neglect their academy.
i think the whole system and mentality is wrong. Quotas and not enough good academies means that there isnt a lot of english players and if there emerges one he is instantly under big pressure because he is viewed as the next big thing and often as a savior of England and he simply cant work with that.
There is also no vision from the FA when it comes to the football philosophy for the academies. Belgium and Germany turned everything around after dreadful campaigns in the early 2000's. Now every academy plays with the same philosophy. Belgium is more rigid with the formation and implements either a 3-4-3 or a 4-3-3 with 1 holding mid. Germany is more fluid with the formation. Both countries force all of the academies to focus on very technical and very offensive play. Again Germany is more fluid, but the Belgians have their style set in stone. But the end goal is to create a player who is capable of playing in a technical, offensive style based on short passing.
The English FA has noting. Everyone does whatever they want, however they want. There is no vision, no clear goal, no guidelines. Every club is different and it creates a big difference in the quality and the style of players that are produced. As long as the FA doesn't come up with a vision for the academies, it will be based on individual clubs and pure luck whether or not a talented player comes through.
Speaking to your 4th point. For me, that is a product of the Relegation/Promotion more so then in any other FA. The financial rewards moving up are immense. IRRC, The Championship has the 4th most lucrative TV contract in UEFA had clubs fight like hell to either move up or avoid falling out throughout the entire pyramid.
Don't get me wrong, I love rel/pro but I am also an American and for me it is more of a dramatic spectacle enjoyed from afar. Development of English players is not why I have an interest in lower league football.
There is something to be said about the North American professional leagues lacking Rel/Pro from a developmental standpoint. Without the prospect of being relegated teams can take a longer term view when it comes to bringing in youngsters. It is not uncommon for teams to "bottom out" and suck for a couple of season while giving the youngins playing time and then see that patience pay off with championship runs several years later. A club like Burnley last year who played a mostly young, mostly English roster were "punished" for it and went right back down.
I am not suggesting scraping Rel/Pro but one cannot ignore the fact that it creates a win now attitude that discourages clubs from taking risks on young unproven players.
