I think the "PSG=failure" is a stretch. They lost to Barca last year after an extremely questionable penalty (yeah they shouldn't have given up so many goals in the second leg, but they were still ahead until that turning point of the match) and to Real Madrid this year. Hard to say if failure is the right term when they keep running into dominant CL winning clubs that have the best players in almost every position. This year needs to be an improvement for sure though
