Belgium was supposed to build a stadium for the 2020 Euros actually. From the very moment it was announced on the news I knew it wasn't gonna happen. Some top Dutch UEFA official said at the time "we expect the stadium to be finished in time, it would be a great shame and embarassment if it wasn't". This was back in 2016 I believe.
Those UEFA folks must've never heard about Belgium's great reputation when it comes to building permits and timely construction.
UEFA scrapped the project in December 2017 because the company building the stadium hadn't managed to acquire a permit by then and was going through appeal after appeal in the courts trying to overrule the denied permit applications.
Thus there will be no Euro 2020 matches played in Belgium.
