Where did the PSA quote come from?

From The Black Album. Was it a movie quote, when the kid says, "whether it's next year, ten years or twenty years from now, you'll never beable to say that this brother lied to you, Jack." I have been trying to figure this out on my own for literally...years. Where did this excerptoriginate?

correct me if im wrong but wasnt it said sumwhere that the vocal sample is actually just blaze and that he tweaked his voice to sound like that?
