since when? I've NEVER heard Pac-Man reffered to as Mr.PacMan. Ms Pac Man only got distinguished as Ms. cause it was supposedly female, and a differententity from the original Pac Man franchise

You're absolutely right, the video game character is named simply PacMan.
Since Nike had already released the Ms. Pacman Dunk Low, it decided to add the title of Mr. to Pacman on the new dunks.
