These look legit to me.  There is the 999999999 bar code on the tag and the back tab piece is black on this pair but red on the retail version which makes this a sample.  To answer your statement that you've never really seen samples on sale before, plenty of people sell samples.  They sell them all the time.  If you just type in Nike sample or Jordan sample into the eBay search bar, plenty of listings of samples pop up.
