How can I get In-State Tuition to a Cal school as an out of state student?

I am currently a sophomore, and would like to go to SDSU, but that 30k a year tuition is crazy.

I have a 28 ACT score, with a 3.1 GPA, which probably won't help me.

How can I go to this school without slangin bricks?

If you have relatives use their address and get a California license. Make sure you get mail there too.

My cousin tried to do the same thing applying for a school in Florida, applied as in state with another relatives address, etc.
DIDN'T WORK
