help with restoring white/cement 3's

hey what's up everyone, i just recieved a pair of white/cement 3s 2001 (?) retros, and they need restoring...

what are the methods to restore? (materials,steps)

OR

if anyone lives in Maryland who can do restorations, I'm willing to pay...
