there are mostly resellers (ebay.ph , sulit.com.ph etc.)
retail prices of shoes here are much more expensive compared to the price in US
example:
kobes here retails at Php 6995 or ~US$160 (exchange rate $1US~Php 44)
kobe in the US retails $130

I think what you meant is air fare deals right? Depends on where youll be coming from...
It wont hurt to check cebu pacific and phil. Airlines websites...

It's gonna be pretty hard to find a ticket now at a price that isn't over $1,000...
I'm here right now and I got my ticket in October.
The cheapest I found was $1,338 and that was for Korean Airlines. I then settled for Philippine Airlines at $1,438 and to tell you the truth, it was well worth it.
It also depends on when you want to return...
Anyway, good luck and I hope get your +$$ over here
