Fake citation/unpaid toll debt collector

has anyone received a mail from a fake debt collector before?

A debt collector sent me a mail for a unpaid toll back in Sept 2018. The website where I can pay the toll is

Is this legit? They have my license plate # as well on the mail and the toll violation.

Contact the toll company or dmv and see if they actually have records of your citation.
