Got the tracking # e-mail this morning, but the actual tracking number is from a 2011 delivery (already delivered).  Never seen that before, do they usually figure it out and send a corrected number?  Weird.

It sounds like you did everything right, and you still got scammed.  How can Paypal allow this to happen?  I noticed in the post you didn't send signature confirmation, but it doesn't look like that would have mattered.  It looks like sellers have zero protection against a scam artist.

It can be hours.  I usually take a screen shot of the confirmation.
