To be honest, it does have the strong smell associated with toluene but I am not 100% sure that is active ingredient. The smell goes away after a day or day two, however. I like the fact that it's on for good, once applied. On 100 degree day, you know your work is going to stay in place ;-)
Have you done any custom work before? If not, I would recommend watching some tutorials, before starting on these. Patent leather can be tricky and there are different steps required for painting PL vs. regular leather. Here is a great video that may help you out:
